City Board Oks beer permit, shares updates on city projects

The Dyersburg City Board met Tuesday, September 3, to discuss a light agenda including a beer permit, project updates, and an announcement from McIver’s Grant Public Library.

All board members were in attendance including Ricky Hammond, Dyersburg Mayor John Holden, Willie Cole, Rick Crawford, Vanedda Webb, Dennis Moody, Joey Harrison, and James Baltimore.

Others in attendance: McIver’s Grant Public Library Director Vanessa Cain, Dyersburg Police Chief Thomas Langford, and City Recorder Scott Ball.

Opening the meeting, the board Cain announced that September is National Library Card Sign-Up Month. This year's ambassador is Optimus Prime, the leader of the Transformers. She thanked the board for its continued support of the library and asked them to share the word. Following the meeting, board members and Cain joined in a photo with Optimus.

Langford informed the board that a background check on Care Markets, located at 2261 St. John Ave., was clear. Langford recommended the board approve the permit.

A motion was made by Harrison and seconded by Hammond to approve the permit for Care Markets, LLC. The owners of the business are Karim Boghani and Kevin Byrd, both of Knoxville.

Bids previously approved by the board during the passing of the 2024-25 budget were discussed. The first bid was for the fire department in the amount of $44,736. The bid was awarded to Municipal Emergency Services of Minneapolis, MN. Funds will be used to purchase extrication tools.

The second bid was for the water department in the amount of $33,577 for the repair of well #8. The bid was awarded to National Water Services of Paoli, IN.

Board announcements

Cole asked about progress on tire removal at the Bowen Lane property. Holden informed him that the Tennessee Department of Environment and Conservation [TDEC] would be on-site at 10 a.m. Wednesday, September 4, to access the property.

Cole also inquired after a presentation made by former Dyersburg Parks and Rec Director James Earl Johnson regarding the addition of parking spaces at the Dyersburg Activity Center. Crawford, who serves as Chair of the Recreation Committee, said the city has looked into the matter. Holden said the Activity Center recently hosted 18 teams with no parking issues. He said the Wheeler Street parking lot was also recently repaved and restriped

Crawford announced construction on the walking trail is underway at the former location of Jennie Bell School on Lewis Ave.

Webb thanked city employees who were on duty cleaning public parks on Labor Day for the public to enjoy.

Baltimore asked about construction at Future City. Ball informed him that electricians are currently working on the site.

Holden announced construction underway at the Forked Deere River Park, including the addition of parking spaces, and bathrooms, and the renovation of the Farmers Market. He also noted that pickleball courts are currently being implemented.
